On September 14, 2026, the first parliamentary election was held in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This election was meant to mark a historic milestone toward ending more than 50 years of armed conflict in the southern Philippines. However, key challenges in the peace process remain unaddressed, and the path to peace continues to be fraught with uncertainty.

This presentation examines why the path to peace remains elusive despite the parliamentary election held to establish the new autonomous government. To this end, it examines the gaps between the implementation of the peace agreement and the democratic transition process. In addition, taking Marawi City as an example, it illustrates how these dynamics impact conflictaffected communities.

In May 2017, an armed conflict broke out between the Philippine security forces and Islamic State (IS)-affiliated group in Marawi City (the Marawi Siege), forcing the entire population of the city to evacuate. Today, nine years later, many internally displaced persons are still unable to return to their original places. Their continuing struggles for return, housing, livelihood restoration, and community rehabilitation raise important questions about the meaning of peace when displacement, loss, and insecurity remain part of everyday life.

The presentation reflects on how political transition and electoral processes translate, or fail to translate, into tangible improvements for those most affected by armed conflict. Ultimately, it argues for a broader understanding of peace that goes beyond elections and formal political settlements to include durable solutions to displacement, accountability, inclusive governance, and the restoration of dignity and security for affected communities.
